The Conklin Center

The Conklin Center located at 405 White Street, in Daytona Beach, providestraining for multi-handicapped/blind clients.

Washington State Architect, Richard Richert & Associates created a complete set of plans and specifications to double the size of the building and completely renovate the existing building. Local architect James Wachtel was retained to provide local construction administration services. HALL was retained to provide construction management services.

Several Critical issues were quickly identified and addressed:

1.      A fast track schedule requiring an immediate start of construction was required to ensure preservation of much needed, date sensitive funding.

2.      Budget estimating indicated that the project as currently designed was substantially over budget.

3.  Extensive value engineering and design review was required to bring the project into budget.

4.  Options Analysis was performed on critical items such as attic ventilation and basement waterproofing.

5.   Life cycle cost analysis showed substantial savings over time with the initially more expensive chilled water  mechanical system

6.  Construction Scheduling and cost vs. time, trade off studies were needed   to decide whether to completely move administration, staff and clients out during construction or phase the new construction and renovations to allow continued occupancy.

7.      Constructability Analysis revealed many needed design modifications due to local construction standards, codes and practices vs. typical Washington State (West Coast) practices. Wind loads (hurricanes) vs. seismic (earthquake).

8.   Final estimating and subcontractor agreements were tailored to lock in current competitive prices for future owner options if additional funding became available during the project.

HALL successfully completed the tasks, normally done before start of construction, during the construction phase without costly omissions, duplications or other mistakes.
